This looks like a pretty simple change on this cover by Jack Kirby and Joe Sinnott.  The alternate version, as you can see, has Kirby-style energy dots filling the background.  One presumes the preference for the published version was because someone felt that all those energy dots had lost the feeling of being out in the city, and that if made the cover more suspenseful to have that sense of it happening on our planet.

What's interesting here though is that the buildings in the published version look like Kirby/Sinnott buildings.  My suspicion is that this was the way Jack and Joe originally did it, and that someone at the office had it redone on a photostat with the energy dots...and then they decided to go with the cover as it was drawn.  That was probably the correct decision.
